SPECIFIC INFORMATION ABOUT THE PROPOSED RESEARCH PROJECT
-
Who are the Russian counterparts involved in the proposed project? Please give the titles and names of the researchers, the institutes for which they work and a full address.
-
Please give the titles, names and ages of the participating young scientists in the project. Describe how they will be involved in the cooperation.
-
Please give a description of previous research cooperation between the Dutch and Russian researchers involved in this project-proposal. What were the results? Add a list of (preferably joint) publications resulting from this cooperation.
-
Please explain why and how the proposed further research cooperation will lead to the development or stabilisation of a network between Dutch (and possibly other West-European groups) and Russian researchers (from more than one institute and/or city/republic)? Are all (potential) network-partners already involved in the research cooperation? If not, when and how will they be included/involved ?
-
Financial scheme (in NLG) for each year. Please give on a separate sheet an overview of the project costs for personnel, equipment, consumables, travel and subsistence using this guideline.
General information
The budget should specify the costs for which financial support by NWO is requested and include in a separate column the total costs of the project. At least 70% of the requested NWO-financial support is to be spent in the Russian Federation and/or to the direct benefit of participating Russian scientists. The latter includes travel and subsistence of Russian participants visiting the Netherlands.
Equipment and consumables
Please specify clearly what equipment and consumables will be purchased in the framework of the project. The Dutch partner is eligible for support for the purchase of small equipment and consumables if these are essential for the execution of the project.
Personnel
NWO-subsidy for personnel can only be considered for a limited number of researchers from the Russian Federation, in the form of individual grants also known as salary suppletions. Salary costs for or appointments of Dutch participants cannot be subsidised from this grant.
The grants for Russian personnel are restricted to a maximum of one group leader and two key researchers per participating institute. A group leader may receive a maximum grant of NLG. 500,- per month, a key researcher NLG. 250,- per month. For young researchers special rules apply, see below.
Travel and subsistence
Travel expenses to and from the Netherlands made by the Russian research partner will be paid for by NWO on the basis of the real expenses and on the basis of the cheapest class of public transport, i.e. second class train or "superpex" flight.
Expenses for subsistence in the Netherlands of the Russian research partner will be paid for by NWO on the basis of NWO-standards when the stay is shorter than a month. At the moment this standard is NLG. 160,- per day maximum. When the stay is longer than a month the expenses will be met up to a maximum of NLG. 3000,- a month. When staying in the Netherlands the Russian research partner is not eligible for salary suppletion. For young researchers special rules apply, see below.
In case of travel of the Dutch subsidised researcher to Russia, NWO will pay travel expenses for the cheapest class of public transport, i.e. second class train or "superpex" flight. Concerning the stay in Russia NWO expects the subsidised researcher to make use of cheap or free facilities for accommodation arranged by the Russian research partner. Should these facilities prove non-existent NWO will meet expenses on the basis of a daily allowance up to a maximum of 80% of the amounts on the allowance list of the Dutch ministry of Internal Affairs as used by NWO.
Young researchers
At least 10% of the total budget is to be spent to the benefit of participating young researchers no older than 35. Particularly the younger scientists of the Russian groups should be given opportunities to participate in the cooperation and get training in the Netherlands. A limited number of young Dutch scientists may receive fellowships to go east.
The participating young Russian scientists mentioned under point B. are eligible for a maximum individual grant of NLG. 100,- per month. These grants can be paid out in addition to the maxima for the group leader and three senior researchers mentioned above. Expenses for subsistence in the Netherlands of young Russian scientists will be met up to a maximum of NLG. 2000,- per month. NWO expects the Dutch host institution to offer the young Russian scientist cheap facilities for accommodation and subsistence.
Other
- NWO does not subsidise the participation of scientists involved in the Russian-Dutch cooperation in conferences or workshops outside the Russian Federation or the Netherlands. An exception can be made for conferences to which the scientist involved is invited to give an oral presentation of the results of the project subsidised by NWO. For this special permission from NWO is required.
- Items like "unforeseen" are not acceptable.
- Some overhead on the Russian side is acceptable, on the Dutch side no overhead can be claimed.
-
Please give a detailed description of the planned research project, at least encompassing the following items:
-
summary;
-
background of the project;
-
current state-of-the-art of the research field and topic (if different in the Netherlands and the Russian Federation, please explain);
-
workprogramme (problem definition, objectives, methodology etc.);
-
division of tasks between Dutch and Russian researchers;
-
specification of expertise of Dutch and Russian input to the project;
-
specification of the scientific and/or societal relevance (expected benefits) of the project for the Dutch and Russian side;
-
expected publications and other results;
-
C.V.'s of the Russian group-leaders; key-researchers and young scientists.
